Hardware • Typec power delivery

My laptop does not charge through usb-c when it is on and running, but it does charge when it is powered down or suspended. I've done a bunch of searching and found basically two types of answers:

1. The user does xyz and it works.
2. The user is told their typec power delivery id just not possible with their hardware.

I've tried all of the solutions offered in type 1 posts, but none work, and I'm not quite satisfied with type 2 answers because the charging does work when powered off/suspended.

Could someone please help me make sense of this?
