System and Network configuration • Hostapd not working in AP mode on qualcomm atheros wifi card because region domain not set correctly

Problem
I have a Qualcomm WCN6856, which has the ath11k drivers running correctly. I want to host an AP on it, to be able to connect toi it anywhere. But I'm encountering an issue with hostapd that gives me the following output

Notice the NO-IR flag in every frequency in the 5GHz range, which explains the hostapd error.
The problem is that I am unable to set the regulatory domain for the wifi chip.

What I have tried
I have tried the following with no avail:
  • Code:

  • Using cfg80211, by having in /etc/modprobe.d/cfg.conf

  • Following the ArchWiki regulatory domain tips and tricks, I tried to use wireless-regdb, but was unable to find

  • This stack overflow post that seems to have the same problem, but solves it by installing a hostapd version from debian 9. This doesn't work for me as a solution mainly because of the vulnerabilites that have been existed since it stopped being maintained, but also because of the depenency issues it creates on the system (this could be a lack of skill on my end)
"Fixes"
I have found two work-arounds
The first is to run a scan

The problem is that this depends on other networks being around, which I have no guarentee of (and I actually expect some situations where there will be none).

The other is to setup a network (I did this with network manager) at 2.4GHz and connect to it. Then bring up the 5Ghz network.

Both of these have the same effect of setting the regulatory domain

Both of these are work-arounds that could work under other circumstances but not really solutions.

I actually had a intel chip before this, but then I found out that intel LRA would prevent me from doing what I wanted, so I bought an atheros chip following that. I was very surpised to encounter a similar regulatory domain problem with it
