I pulled my hair today when setting up a network printer in Debian Trixie with Kde Plasma.
TLDR: disable firewall in Plasma system settings.

Everything was installed (cups, cups-browsed, avahi-damon,...) and running but it was not possible to search nor manually add printers.
I checked iptables, tried ufw, nothing was blocked.
Looking further, I "Firewall" settings in Plasma that uses "firewalld".
Disabled firewalld and printing works now.
It can be done from plasma settings (System settings -> Firewall -> disable).
Hope it helps someone.
